Можно     may indicate the possibility to do something and can be translated like "it is possible" or "it is allowed, it is permissible", depending on the context.

Telling time in Russian

In order to say in Russian at what time an action happens, the preposition в should be used, for example:

В три часа. - At 3 o'clock.

Questions about the time usually include the following words and expressions:

В котором часу? - At what time?
Когда? - When?
